We are excited to be co-chairing this learning group with the Education Finance Network. The first three sessions of the learning group focused on outcomes-based finance for education. Members of this learning group have shared their learnings from using OBF in education and collectively reflected on common challenges. As EOF, we have learned tremendously from these conversations. We look forward to sharing more insights from these sessions soon!
A couple of weeks ago, the Education Finance Network and The Education Outcomes Fund’s joint learning group on Innovative EduFinance completed a series of meetings focused specifically on Outcomes-Based Finance (OBF) in education. These meetings have focused on OBF for 1) skills and employment, 2) foundational learning, and 3) early childhood care and education, and have generated a rich discussion around the following topics: ➡️ 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡𝐞𝐬 𝐚𝐧𝐝 𝐭𝐨𝐨𝐥𝐬 𝐭𝐨 𝐦𝐞𝐚𝐬𝐮𝐫𝐢𝐧𝐠 𝐨𝐮𝐭𝐜𝐨𝐦𝐞𝐬: What to measure, what evaluation approach to use, and linking measurement efforts to the strengthening of data infrastructure and systems. ➡️𝐌𝐮𝐥𝐭𝐢-𝐬𝐞𝐜𝐭𝐨𝐫𝐚𝐥 𝐚𝐧𝐝 𝐦𝐮𝐥𝐭𝐢-𝐬𝐭𝐚𝐤𝐞𝐡𝐨𝐥𝐝𝐞𝐫 𝐜𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧: How to enhance government coordination across sectors when the responsibility for, or cost of, a social issue is distributed across different government entities, and how to foster multi-stakeholder collaboration between the public, private and social sector. ➡️ 𝐏𝐚𝐭𝐡𝐰𝐚𝐲𝐬 𝐭𝐨 𝐬𝐲𝐬𝐭𝐞𝐦-𝐥𝐞𝐯𝐞𝐥 𝐞𝐟𝐟𝐞𝐜𝐭𝐬: What incentives and conditions can help put system-levels effects and sustainability at the heart of OBF design and implementation. ➡️ 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐟𝐫𝐨𝐦 𝐟𝐚𝐢𝐥𝐮𝐫𝐞: Examples of when OBF didn’t deliver on its promise. In Sierra Leone, where 76% of children aged 3-5 lack access to early childhood care, the urgent need for quality education is acute. In partnership with the EU, Udenrigsministeriet, and the Government of Sierra Leone, we have provided funding to The Education Outcomes Fund. This initiative aims to provide quality early childhood education to 24,000 children in Sierra Leone and nurture their holistic development. Through this project and others in the region, we aspire to create a brighter future for more children in Africa.

During this International Women's month, EOF is proud to reaffirm its dedication to enhancing girls' education, particularly in underserved areas. The Sierra Leone Education Innovation Challenge is at the heart of our efforts, offering a 20% premium on outcome-based payments for boosting girls' educational outcomes. We're thrilled to share that Year 1 results indicate significant strides in girls' numeracy skills over boys, including a remarkable 6% increase in girls meeting minimum Maths competencies within just a year. This means an additional 6% of girls can now perform basic arithmetic operations and translate simple verbal statements into mathematical problems, thanks to our initiative. Inspired by these outcomes, we're more committed than ever to narrowing the gender gap in education and collaborating with our partners on innovative solutions to empower girls further. #EducationOutcomes #InternationalWomensDay
